Maybe all they had available at the time of measurement was a particulary lazy pony. :-)
But if I remember it right, human body can generate about 100 watts for somewhat continuous periods of time. If that scales up to horse-sized critters the number might be pretty close.

Combustion engines probably waste all that energy noisily combusting, and making an awful smell. :-P
