Supposedly they did that. Obviously they don't know how to pick a sample panel either. To me it seemed obvious immediately when I saw the announcements. A hybrid vehicle of any sort for less than $20K (which of course turns out to mean $19,995) is a bargain even I can't refuse, so I got in line. That's how I came to see this whole silly business unfold.
