The Senate passage of the bill allowing use of military personnel to detain anyone, anywhere, without charges and indefinitely, yes. It doesn't say anything about "concentration camps" but could be used to justify them. It's completely unconstitutional of course, but generally it takes years to get something like this up to the Supreme Court where it can be killed. Meanwhile, who knows what will happen.
Note that Senate passage doesn't make the thing law. It has to go through a joint thing with the House to make both versions of the bill coincide. And Obama has to sign it. He said he would veto it, but I don't think he will. He's not strong enough to stand up to them, the wimp. Beside that, he asked for those very powers a couple of years ago. It didn't get much attention at the time, but he did it.
Ah.. I was on a website the other day mentioning that Homeland Security is already busy building internment centres on US soil, in anticipation of this bill being fully passed. However, now that I think of it, the site did not look like the most impartial and trustworthy source. I guess only time will tell.
